FileQ operates as a hosting and file-sharing platform and reviews copyright complaints in accordance with applicable laws and industry best practices. To protect copyright owners, users, and FileQ from fraudulent, abusive, inaccurate, or automated reporting systems, all complaints are subject to review and verification before action is taken. Submission of a complaint does not automatically result in removal of content.
2. Filing a Copyright Complaint

You must clearly identify:
* Title of the copyrighted work

* Description of the allegedly infringing content
General complaints against domains, users, folders, search results, or websites will not be accepted.
Each URL must be specifically identified.
4. Proof of Ownership
FileQ may require evidence demonstrating ownership or exclusive rights.
Acceptable evidence may include:
* Copyright registration certificates
* Publisher agreements
* Distribution agreements
* Licensing agreements
* Production agreements
* Official product pages
* Official streaming platform pages
* Court orders or legal determinations
FileQ reserves the right to request additional documentation where ownership cannot be reasonably verified.
The following may not be accepted as sole proof of ownership:
* IMDb pages
* Wikipedia pages
* Fan websites
* Search engine results
* Social media posts
* AI-generated documents
* Screenshots without supporting evidence
5. Authorized Representatives and Anti-Piracy Agencies
If you are submitting a complaint on behalf of a copyright owner, you must demonstrate authority to act on their behalf.
FileQ may require one or more of the following:
* Letter of Authorization (LOA)
* Power of Attorney
* Enforcement Agreement
* Publisher Agreement
* Distribution Agreement
* Licensing Agreement
* Confirmation from an official email domain of the copyright owner
FileQ may refuse, delay, or close complaints submitted by parties whose authority cannot be reasonably verified.
6. Verification and Review Process
Receipt of a complaint does not automatically result in removal of content.
FileQ reviews complaints for:
* Completeness
* Authenticity
* Ownership
* Authorization
* Legal sufficiency
* Accuracy
FileQ may:
* Request additional documentation
* Request proof of ownership
* Request proof of authorization
* Contact the complainant
* Contact the affected user
* Temporarily restrict access during review
* Reject incomplete or unverifiable complaints
FileQ reserves the right to determine the manner, scope, and timing of any review process.
7. User Notification and Response
Where appropriate, FileQ may notify the affected user that a complaint has been received.
FileQ may provide the user with an opportunity to submit evidence of:
* Ownership
* Licensing
* Authorization
* Public domain status
* Fair dealing
* Fair use
* Other lawful rights to use the material
FileQ may consider such information before taking final action.
8. Incomplete or Invalid Complaints
FileQ may reject, close, delay, or take no action regarding complaints that are:
* Incomplete
* Unverifiable
* Abusive
* Duplicative
* Fraudulent
* Misleading
* Legally insufficient
If requested documentation is not provided within fourteen (14) days, FileQ may close the complaint without further review.
9. Bulk Complaints
Bulk complaints must:
* Identify each allegedly infringing FileQ URL
* Identify the corresponding copyrighted work
* Contain accurate and verifiable information
FileQ may reject bulk complaints containing excessive inaccuracies, duplicate reports, unverifiable claims, or high error rates.
10. Automated Reporting Restrictions
FileQ does not automatically process complaints generated by:
* Bots
* Scripts
* Automated systems
* Artificial intelligence systems
* Third-party reporting platforms
FileQ may require independent verification of ownership, authority, and accuracy before processing such reports.
11. Abuse of the Reporting System
FileQ does not tolerate abuse of its reporting systems.
Any person or organization that repeatedly submits:
* False claims
* Fraudulent claims
* Misleading claims
* Inaccurate reports
* Unverifiable notices
may have future submissions subjected to enhanced review, delayed processing, rejection, or other appropriate measures.
FileQ reserves the right to request additional documentation from repeat complainants.
12. Misrepresentation
Any person who knowingly submits false or materially misleading information regarding ownership, authorization, infringement, or legal rights may be subject to legal liability under applicable law.
13. Counter-Notification Procedure
Users who believe content was removed or restricted in error may submit a counter-notification.
Counter-notifications must include:
* Full legal name
* Physical address
* Telephone number
* Email address
* Identification of the affected content
* Explanation supporting restoration
* Statement that the removal was the result of mistake, misidentification, or other lawful grounds
* Electronic or physical signature
FileQ may request additional verification before considering a counter-notification.
14. Repeat Infringer Policy
FileQ may consider an account a repeat infringer where multiple valid copyright violations occur within a rolling twelve (12) month period.
FileQ may, at its sole discretion:
* Issue warnings
* Restrict functionality
* Suspend accounts
* Terminate accounts
15. No Duty to Monitor
FileQ has no general obligation to monitor user activity, investigate content proactively, or search for facts indicating infringing activity. The absence of enforcement action does not constitute approval, authorization, or knowledge of any content.
16. Emergency Restrictions
FileQ may temporarily disable access to content pending investigation where there is credible evidence of:
* Copyright infringement
* Security risks
* Malware distribution
* Legal violations
* Court orders
* Regulatory requests
17. Court Orders and Legal Process
FileQ may comply with valid court orders, injunctions, subpoenas, governmental requests, or other lawful legal process.
18. Privacy and Data Sharing
Information submitted through complaints and counter-notifications may be shared with:
* Affected users
* Legal representatives
* Hosting providers
* Law enforcement agencies
* Courts,
* Regulatory authorities
where reasonably necessary to investigate, respond to, or resolve a complaint.
19. Limitation of Liability
FileQ shall not be liable for actions taken in good-faith compliance with this Policy, applicable laws, legal process, or reasonable enforcement decisions.
20. Governing Law
This Policy shall be governed by and interpreted in accordance with the laws of the Netherlands. Any dispute arising out of or relating to this Policy shall be subject to the exclusive jurisdiction of the competent courts of the Netherlands.
21. Reservation of Rights
FileQ reserves the right to request any additional documentation, identification, authorization records, legal information, or supporting evidence reasonably necessary to evaluate a complaint. FileQ further reserves the right to remove, restrict, disable, restore, refuse, or otherwise manage access to content at its sole discretion where permitted by law.
